II. Implementation procedure
Pursuant art. 62 in alignment with art. 54, para. 1, items 7, 8 and 10 of the Law on Accessibility Requirements for Products and Services (LARPS), the following procedure for reviewing complaints and signals has been established:
Regarding the provisions of consumer banking services under art. 6, para. 2, items 1, 2, 4, 5 and para. 3, items 1, 2, 4, 5 of the Financial Instruments Market Act, complaint or signals may be submitted in the following ways to the Financial Supervision Commission (FSC) and to the Deputy Chairman of FSC in charge of the Investment Activity Supervision Department:
- By email to delovodstvo@fsc.bg or via the platform for submitting complaints and signals on the FSC website https://eis.fsc.bg/.
- On paper at the address of the FSC at 16 Budapest str., 1000 Sofia
Regarding the provisions of consumer banking services under art. 4 and art. 34 of the Payment Services and Payment Systems Act (PSPSA), and under § 1, item 60 PSPSA, complaint or signal may be submitted to the Bulgarian National Bank (BNB) in the following ways:
- By email to BNB-Delovodstvo@bnbank.org.
- On paper at the address of the BNB at 3 Knyaz Alexander I square, 1000 Sofia
Regarding the provisions of consumer banking services under the Consumer Credit Act and the Consumer Real Estate Credit Act, complaints or signals may be submitted to the Consumer Protection Commission (CPC) in the following ways:
- Via the platform for submitting complaints and signals on the CPC website https://kzp.bg/.
- On paper at the address of the CPC representative office in the relevant regional center in the country. Complete list of regional centers here.
Pursuant art. 54, para. 1, items 7 and 8 of the LARPS, the control over the compliance of the content of websites and mobile applications with the accessibility requirements under art. 46 of the LARPS depending on consumer banking services provided is exercised by the FSC and the Deputy Chairman of FSC in charge of the Investment Activity Supervision Department, and by the BNB.
